Recently, the Ministry of Industry and Information Technology released the revised "Specifications for the Daily Glass Industry (2023 Edition)" (hereinafter referred to as "Specifications"). The interpretation of the relevant content of the "Specifications" is as follows:
1. Background and significance of revising and publishing the "Specifications"
The daily glass industry mainly includes the manufacturing of glass instruments, daily glass products, glass packaging containers, and glass thermal insulation containers. It is a traditional livelihood industry in China and a competitive advantage industry closely related to people's daily lives. In 2022, there were 979 large-scale daily glass manufacturing enterprises in China, achieving an operating income of 127.2 billion yuan, a year-on-year increase of 1.9%, and a total profit of 4.63 billion yuan, a year-on-year decrease of 25%.
The implementation of the "Specifications for the Daily Glass Industry (2017 Edition)" has played a positive role in guiding the daily glass industry to overcome adverse factors such as economic downturns and the COVID-19 pandemic, accelerating the transformation of the economic development model, increasing investment in scientific research and development, continuously promoting energy conservation and consumption reduction, optimizing product structure, and achieving green transformation and development while continuously meeting domestic and foreign consumption demands. However, with the application of new technologies, new processes, and new materials, some requirements of the "Specifications for the Daily Glass Industry (2017 Edition)" no longer meet the needs of market development. The revision of this "Specifications" is of positive significance for further standardizing the production and operation behaviors of the daily glass industry, promoting energy conservation and emission reduction in clean production, guiding the green transformation of the daily glass industry, and facilitating the high-quality development of the daily glass industry.
2. Revision status and content of the "Specifications"
To maintain policy continuity and stability, this revision modifies the "Specifications" based on the framework structure of the 2017 edition, focusing on the following four aspects: First, it reflects the requirements for high-quality development in the new development stage, highlights the guiding role of national industrial policies, and is more in line with the actual development of the industry, with more comprehensive and accurate expressions. Second, it cites standard documents to replace the original specific technical indicators and adds new indicators and requirements. Third, it modifies relevant technical content based on the actual production of the industry and enterprises. Fourth, it includes some editorial modifications.
3. What are the principles of the revision of the "Specifications"?
The principles of this revision of the "Specifications" mainly include: First, it complies with current national laws and regulations, industrial policies, and development plans. Second, it conforms to relevant standards and regulations of the daily glass industry. Third, it fully considers the current development level of China's daily glass industry, based on the basic conditions that existing daily glass enterprises must meet for production and operation, strengthens the technological transformation of existing production capacity, eliminates backward production capacity, and encourages and supports large enterprises to develop in a scale and effective manner. Fourth, it emphasizes practicality and operability, fully considering the actual situation of the industry in the selection of indicators to ensure that most enterprises can meet them.
4. What aspects does the "Specifications" require, and why are these requirements specified?
The "Specifications" mainly stipulate requirements in eight aspects: the layout of production enterprises and new construction, renovation, and expansion projects; production processes and equipment; product quality and varieties; resource and energy consumption and comprehensive utilization; environmental protection and green production; safety production and industrial hygiene; protection of workers' rights and interests; and supervision and management. These requirements are closely related to the production and operation of enterprises and are closely linked to the development of the industry. They are not only the main factors affecting the structural adjustment and general strength of China's daily glass industry but also key links in promoting the sustainable development of the industry. Therefore, it is necessary to standardize these requirements to facilitate the healthy development of the industry.
5. How does the "Specifications" stipulate the layout of production enterprises and new construction, renovation, and expansion projects?
It stipulates that the site selection of new production enterprises and new construction, renovation, and expansion projects should comply with the local land spatial planning, ecological environment requirements, and land use standards; comply with ecological environment zoning control and the environmental impact assessment requirements of the park where they are located. Construction projects should comply with national industrial policy regulations, adhere to the concept of green development, focus on upgrading existing production lines to be high-end, intelligent, and green, and encourage the development of lightweight glass bottles, high-end glassware, and special varieties of glass product production projects. Given that the production capacity of glass thermal insulation bottles is relatively saturated, new projects for glass thermal insulation bottles are strictly limited. It encourages daily glass production enterprises to enter industrial parks.
6. What requirements does the "Specifications" have for production processes and equipment?
According to the main production links of daily glass, it stipulates the process conditions that production enterprises should meet and the technical level that major equipment should achieve. From the perspective of optimizing fuel structure and energy conservation and environmental protection, it encourages enterprises to use clean energy. It specifies clear requirements for fuel selection, raw material and auxiliary material preparation systems, glass furnace design and operation control, technical requirements for feeding systems, technical requirements for forming equipment, technical requirements for annealing furnaces, inspection and packaging, and physical and chemical laboratories.
7. What requirements does the "Specifications" have for product quality and varieties?
Product quality is the lifeline of enterprise production. The "Specifications" stipulate that the quality of glass products must meet national standards, industry standards, and enterprise standards; it also requires enterprises to establish a product quality traceability and accountability system, with a sound warranty system. From the perspective of optimizing and upgrading product structure, the "Specifications" encourages the development of high-end, high value-added, green, high-tech, and functional daily glass products.
8. What requirements does the "Specifications" have for energy resource consumption and comprehensive utilization?
It stipulates the main resource consumption limits for daily glass production and the comprehensive utilization indicators for production projects. It encourages the energy consumption limits of unit products to meet the requirements of relevant industry standards. It encourages production enterprises to significantly increase the proportion of glass clinker incorporation. It encourages enterprises to establish and implement energy management systems in accordance with the requirements of the "Energy Management System Requirements and Usage Guidelines" (GB/T 23331) and obtain certification.
9. What requirements does the "Specifications" have for environmental protection and green production?
It stipulates that production enterprises should meet clean production requirements, reducing pollution at the source and improving resource utilization efficiency. It encourages enterprises to adopt new equipment, new technologies, and new processes to reduce pollutant generation. Pollution prevention, online monitoring of pollutants, environmental impact assessments of new or renovated projects, and pollutant emissions should comply with the requirements of environmental protection departments.
10. What requirements does the "Specifications" have for safety production and industrial hygiene?
Enterprises must strictly comply with national laws and regulations. New construction or renovation projects must be equipped with safety facilities and occupational disease prevention facilities, and establish a sound safety production responsibility system and occupational disease prevention responsibility system. Enterprises should have monitoring, assessment, and control measures for major hazard sources and emergency plans.
11. What requirements does the "Specifications" have for the protection of workers' rights and interests?
Enterprises should earnestly comply with relevant national laws and regulations, sign labor contracts with workers in accordance with the law, and effectively protect the legitimate rights and interests of workers.
12. What content is specified in the supervision and management section of the "Specifications"?
It stipulates the responsibilities of government functional departments in the implementation and supervision management of the "Specifications". It plays the role of industry associations to assist and cooperate with relevant government departments in implementing and supervising the industry specifications.
13. How to promote the implementation of the "Specifications" in the next steps?
After the release of the "Regulatory Conditions", the Ministry of Industry and Information Technology will organize promotional and interpretative work to guide enterprises to continue increasing investment in scientific research and technological transformation, abandoning the development concept of merely pursuing expanded production capacity. Instead, they will enhance independent innovation capabilities and overall competitiveness through technological transformation, while guiding enterprises to strengthen the strategic support for technological innovation, deepen supply-side structural reforms, continuously optimize product structure, and promote steady improvement in product quality.
